  71.     The minutes of the October 19th Teleconference were approved.

  75.     The IESG plans to meet by teleconference Monday November 9th at
  76.     Eta.  The agenda will be focused on the process by which the IESG
  77.     will evaluate the IP V7 proposals.

  79. 2) Protocol Actions
  80.  
  81.   o IP and ARP over FDDI
  82.  
  83.     The IP and ARP over FDDI protocol was approved by the IESG for
  84.     recommendation to the IAB as a full Standard.  This protocol is
  85.     widely implemented by most router vendors and is widely deployed in
  86.     commercial and university backbone networks.
  87.  
  88. ACTION: Vaudreuil -- Send a recommendation to the IAB to publish the
  89. Internet Draft <draft-ietf-fddi-ipoverfddi-00.txt> as a full Standard.

  91.   o Network Time Protocol
  92.  
  93.     The IESG discussed the two known NTP implementations and concluded
  94.     that they were sufficiently independent for Draft Standard.  The IESG
  95.     continues to have concerns that this complex protocol, with its
  96.     many tunable parameters may be difficult to implement from the
  97.     specification.  The IESG will look for additional implementations
  98.     before considering this protocol for Full Standard.

  100. ACTION: Vaudreuil -- Send a recommendation to the IAB recommending the
  101. elevation of the Network Time Protocol to Draft Standard status.
  102.  
  103.   o Telnet Environment Option
  104.  
  105.     The Telnet Working Group has submitted to the IESG a revised
  106.     Environment option.  This new version is intended to answer the
  107.     objections raised by the IAB to the open-ended, Unix-centric nature
  108.     of the previous submission.  The IESG agreed that a last call was
  109.     now appropriate.
  110.  
  111. ACTION: Vaudreuil -- Send a last call for the Telnet Environment
  112. Option.

  114. ACTION: Vaudreuil -- Send a note to the IAB pointing out the Telnet
  115. Environment Option Last Call and specifically requesting comments.

  117.   o Telnet Authentication
  118.  
  119.     The Telnet Working Group submitted to the IESG several documents
  120.     for authenticating Telnet connections.  These include a base
  121.     authentication document, and specific profiles for SPX and
  122.     Kerberos. These documents are complete for their intended purpose
  123.     but are likely to be extended to include encryption in the
  124.     near future.  The Working Group has asked for an Experimental
  125.     Protocol designation in the absence of a more formal Prototype
  126.     designation.  The IESG agreed that after these documents are given
  127.     a security review by Steve Crocker, they should be published as
  128.     Experimental Protocols.

  130. ACTION: Crocker (In absentia): Review the Telnet authentication
  131. protocols.
  132.  
  133.   o Token Ring MIB
  134.  
  135.     Nothing to report.
  136.  
  137.   o Routing Information Protocol
  138.  
  139.     An external review was done by Noel Chiappa.  The protocol fits
  140.     within the currently defined routing architecture and support the
  141.     subnet masks and AS number needed for CIDR deployment.  A few
  142.     documentation shortcoming were identified and one technical concern
  143.     was raised, specifically the possibilities of routing loops or
  144.     failure where RIPv2 and RIPv1 are running together where subnetting
  145.     has been enabled.  Text identifying this problem should be added.
  146.  
  147. ACTION: Hinden -- Get a new copy of the RIP V2 protocol posted as an
  148. Internet Draft.
  149.  
  150. ACTION: Vaudreuil -- With Hinden, take Chiappa's review and write a
  151. recommendation to elevate the RIP V2 Protocol to Proposed Standard once
  152. the new Internet Draft is posted.

  155. Technical Management Issues
  156.  
  157.  o Review of Expired-in-Grade Protocols
  158.  
  159.    Several protocols not previously on the IESG list of in-progress
  160.    works were noted. The IESG briefly reviewed each one and determined
  161.    tentative courses of actions.
  162.  
  163.   - Telnet Linemode Option
  164.  
  165.     The Telnet Linemode option is widely used but the document
  166.     required clarifications in several points.  It is not clear to what
  167.     extent these clarifications reflect current practice and whether
  168.     there is demonstrated incompatibilities.
  169.  
  170. ACTION: Hobby -- Encourage the revision of the Telnet Linemode Option
  171. and begin research into the operational use of this protocol.
  172.  
  173.   - CMOT
  174.  
  175.     The CMOT protocol as defined in RFC 1189 "Common Management
  176.     Information Services and Protocols for the Internet" has expired in
  177.     grade.  The IESG was not aware of any currently implementations of
  178.     this protocol and agreed to issue a last call to move this protocol
  179.     off the standards track to Historical.
  180.  
  181. ACTION: Vaudreuil -- Send a last call proposing to move CMOT to
  182. Historical Standard Status.

  184.   - NFS/RPC
  185.  
  186.     The Sun NFS and RPC protocols have been on the expired list for
  187.     some time.  There have been several efforts both to gain change
  188.     control to allow these protocols to continue in the standards track
  189.     and efforts to update the documentation with little success.  The
  190.     IESG agreed to issue a Last Call to move these protocols off the
  191.     standard track to Informational.

  193. ACTION: Vaudreuil -- Send a last call proposing to move Sun NFS and RPC
  194. to Informational Status.

  197. o IP Version 7 Decision
  198.  
  199.   The IESG began discussing whether the a reasonable pruning of
  200.   proposals can occur after the November IETF meeting.  It is not
  201.   likely that any particular proposal will be complete and
  202.   implementation and transition information is anticipated to be
  203.   sketchy.  The IESG has firm plans to review the criteria and explore
  204.   each proposal in terms of the criteria, however it is not clear that
  205.   a pruning to a single proposal will be possible. The IESG plans to
  206.   discuss the current plans in depth during the next teleconference.
  207.  
  208. o Criteria from Partridge and Kastenholtz
  209.  
  210.   Additional IPv7 Evaluation criteria were suggested by Craig Partridge
  211.   and Frank Kastenholtz beyond the criteria initially suggested by the
  212.   IESG.  The IESG discussed this effort and agreed that it was positive
  213.   and that the work should be reviewed with the IESG proposal at a BOF
  214.   during the Washington DC IETF meeting.  Philip Almquist agreed to
  215.   chair this meeting as the Internet AD.

  217. ACTION: Coya -- Find a time and schedule a session for the IP V7
  218. Criteria BOF.

  220. o Poised Working Group
  221.  
  222.   A strawman proposal was sent to the Poised mailing list and had a
  223.   quenching effect.  The reduced level of discussion indicates some
  224.   degree of uncertainty. The proposal was neither blasted nor praised.
  225.   Several interpretations were discussed, and the IESG members agreed
  226.   to individually solicit comments and encourage further discussion.
